ConocoPhillips, the fifth largest oil company in the world,[link widoczny dla zalogowanych], is taking steps to address the problem of global warming, the first major US oil company to do so. The company is implementing programs to develop alternative fuels and to reduce emissions of greenhouse gases.
In an statement released this week,[link widoczny dla zalogowanych], ConocoPhillips announced it has joined the US Climate Action Partnership,[link widoczny dla zalogowanych], a coalition of corporations trying to address the problem of climate change. The company also calls for legally binding caps on emissions of gases that many scientists say cause global warming.
James Mulva In a recent meeting with reporters at Rice University here in Houston, ConocoPhillips Chief Executive Officer James Mulva made it clear that his company was joining the move to address climate change.
"We are doing this because we believe in it," said James Mulva. "We must recognize climate change and incorporate it into our facilities and our investment program."
ConocoPhillips is one of the five major international companies sometimes grouped together as big oil and blamed by many environmental activists for opposing efforts to address climate change.
Dallas-based Exxon-Mobil,[link widoczny dla zalogowanych], the world's largest oil company,[link widoczny dla zalogowanych], remains strictly focused on petroleum and has funded research that questions the human impact on global warming, but the other members of the big oil club, California-based Chevron, London-based BP and the Hague-based Royal Dutch Shell have already begun programs to develop alternative fuels, including renewable fuels like ethanol and biodiesel.
ConocoPhillips has doubled research spending on alternative energy to $150 million and has invested an equal amount in methods of capturing carbon dioxide emissions. The company is also funding a $22-million project at Iowa State University to develop bio-fuels over the next eight years. CEO Mulva says alternative fuels are unlikely to replace most of the gasoline used in vehicles,[link widoczny dla zalogowanych], but they could be part of a more diversified mix of fuels.
"Gasoline, obviously, is a superior transportation fuel,[link widoczny dla zalogowanych]," he said. " It is efficient, it is available. But, what we do need to do is develop all sources of alternative energy. It is relatively small at this time and even with dramatic improvement will continue to represent a relatively small portion of our energy source, 10, 20, 30 years from now, but we do need to develop the alternatives,[link widoczny dla zalogowanych], renewables and other sources of energy."
But, above all, Mulva says,[link widoczny dla zalogowanych], consumers in the United States need to reduce the amount of energy they are wasting.

"The United States, I think,[link widoczny dla zalogowanych], we have essentially about four percent of the world's population and we use 25 percent of the world's oil resources. Obviously, we can be far more efficient users of energy."
Environmental groups agree with that assessment,[link widoczny dla zalogowanych], but many of them favor stronger measures than those being undertaken by ConocoPhillips. Groups advocating government action to curb greenhouse gas emissions say the company still lags behind companies like BP and Shell that have aggressively developed alternative energies that produce significantly less carbon pollution. Among the fuels ConocoPhillips views as alternatives to petroleum are such things as oil sands and oil shale, which are fossil fuels and produce the same amount of carbon emissions as oil.

Health workers in 23 African countries have wrapped up a campaign to immunize millions of children against polio.
In parts of Liberia, some health workers walk as far as 16 kilometers balancing boxes of vaccines on their heads and holding lists of villages in their hands. For years,[link widoczny dla zalogowanych], health agencies could not risk going into Liberia because of civil war. Now that the fighting has ended, an intense campaign has begun to vaccinate children and educate people about the dangers of polio.
A group of people sing that they want to kick polio out of Liberia as they walk through the border village of Luanuatuo, announcing that a vaccination team is on its way.
Vaccinator Kou Gbanah says to eradicate polio,[link widoczny dla zalogowanych], every child needs to be immunized. But in places like Liberia, where many refugees are returning now that life is more stable, it is difficult to ensure that every child is immunized. This is why the UNICEF and the World Health Organization have decided on a house to house program. Mrs. Gbanah says this is the best way to reach each child.
"When we used to sit in a particular place and call the mothers with their children they don't bring the children. But this time we go from house to house and it's very easy to get to all the children," she said.
The children are given the polio vaccine orally,[link widoczny dla zalogowanych], and once they receive it their fingers are pressed in indelible ink. All children without marked fingers are given polio drops, as it makes no difference whether they have the vaccine multiple times.
Polio is caused by a virus contracted by drinking contaminated water or eating contaminated food,[link widoczny dla zalogowanych]. It attacks the nervous system causing paralysis and in extreme cases death,[link widoczny dla zalogowanych].
Wars and refugee movements have helped spread the disease in West Africa. The United Nations had hoped to eradicate polio as early as 2002,[link widoczny dla zalogowanych].
Instead, the number of polio cases in West Africa has more than doubled since last year. The new cases in the region are blamed on Nigerian Muslim leaders who boycotted the campaign, claiming the sera supplied by the United Nations were contaminated.
So far, $3 billion has been spent trying to eradicate polio around the world,[link widoczny dla zalogowanych], more than is spent on respiratory diseases and malaria,[link widoczny dla zalogowanych], which actually kill more children. But Liberia's chief medical officer, Dr. Benson Barh,[link widoczny dla zalogowanych], said that in the long term the polio program,[link widoczny dla zalogowanych], if successful, will be cost effective.
"It incapacitates the child to express his or her full potential. And that child may become a liability to society and so in the long run the negative impact is far more reaching than these other diseases,[link widoczny dla zalogowanych]," said Dr. Benson Barh.
Under U.N. guidelines,[link widoczny dla zalogowanych], in order for polio to be officially eradicated there must be no cases of the disease for three years.

The U.S. Defense Department says it held hearings on Friday and Saturday at the Guantanamo Bay detention center for three of the most notorious terrorism suspects it is holding, including the alleged mastermind of the September 11 attacks. VOA's Al Pessin reports from the Pentagon.
Spokesman Bryan Whitman says Saturday's hearing reviewed the status of Khalid Sheikh Mohammed,[link widoczny dla zalogowanych], who U.S. officials say planned the September 11,[link widoczny dla zalogowanych], 2001 attacks in New York and Washington. Whitman could not say whether Mohammed chose to participate in the hearing,[link widoczny dla zalogowanych], which is called a Combatant Status Review Tribunal.
He says review tribunals were held Friday for Ramzi Bin al-Shibh,[link widoczny dla zalogowanych], who is alleged to have been planning to participate in the September 11 hijackings, and Abu Faraj al-Libi, who is alleged to have replaced Mohammed as the number three leader of the al-Qaida terrorist network.
The spokesman says at least one more review tribunal was scheduled for Monday,[link widoczny dla zalogowanych], but he would not provide details.
Human Rights groups have sharply criticized the Guantanamo detainee process, saying the men are not provided with sufficient rights or legal representation.
At these tribunals, the detainees are not represented by attorneys, but they are allowed to have a military officer help them through the process, and they can present evidence and call witnesses.
The Combatant Status Review Tribunals,[link widoczny dla zalogowanych], held before three U.S. military officers,[link widoczny dla zalogowanych], formally determine whether the men being held at Guantanamo are "enemy combatants." Those who are designated become eligible to be charged and prosecuted in Military Commissions under a new procedure approved by the U.S. congress last year.
In the past, some detainees who were designated "no longer enemy combatants" were released.
But that is not expected for these men, who are among 14 detainees transferred to Guantanamo last year from secret U.S. prisons elsewhere. The U.S. Defense Department says the men are senior terrorist leaders or have been directly involved in planning or carrying out major terrorist attacks. Officials have indicated all these men will have review tribunals in the coming days.
The hearings are only one part of the Combatant Status Review process. The Guantanamo panel's recommendations are forwarded to Washington for approval by senior officials,[link widoczny dla zalogowanych], a process that could take several months.
Officials have barred reporters from covering the tribunals for the 14 new Guantanamo detainees,[link widoczny dla zalogowanych], although hundreds of earlier ones were open to coverage. The officials say these detainees could reveal sensitive information. They have promised to release transcripts of the tribunals within a few days,[link widoczny dla zalogowanych], with secret or sensitive information deleted.
Once a detainee is designated as an "enemy combatant," his status is reviewed annually to determine whether it is necessary to continue to hold him.

Prime Minister Han Myong-sook has made it clear Seoul does not agree with Washington and Tokyo about slapping additional sanctions on North Korea to enforce a ban on proliferation of missile technology. The Fair Trade Commission is courting scandal for asking selected newspaper subscribers if the papers�� local bureaus have tried to woo subscribers with freebies,[link widoczny dla zalogowanych], a practice targeted in controversial new press laws.
The FTC mailed a questionnaire for the purpose only to subscribers to the conservative Chosun and Dong-A Ilbo from among a total of 19 newspapers targeted in a nationwide probe,[link widoczny dla zalogowanych], inviting accusations of bias against newspapers critical of the government.
The FTC said Friday its Daegu office mailed the questionnaire last week to 900 subscribers,[link widoczny dla zalogowanych], 100 each of four Chosun Ilbo bureaus and five Dong-A Ilbo bureaus. It wrote to no subscribers to 17 other dailies including the JoongAng Ilbo.
The questionnaire confirms if a recipient subscribes to a particular newspaper and then asks,[link widoczny dla zalogowanych], "What giveaways have you received? How many months have you subscribed to the paper free of charge?" It also asks recipients to put down their name,[link widoczny dla zalogowanych], address and telephone number. Some subscribers called their local newspaper bureau accusing it of giving their personal information to the FTC. Some callers cancelled their subscriptions.

"We've forwarded the questionnaire to some newspaper subscribers for the purpose of verifying the accuracy or otherwise of subscription growth figures bureaus have submitted,[link widoczny dla zalogowanych]," the FTC said Friday. "The JoongAng Ilbo and others are not covered in the questionnaire survey because they admitted most of their wrongdoing."

The Bank of Korea said Thursday that the economy grew by 5 percent last year,[link widoczny dla zalogowanych], achieving potential growth rate (at 5 percent, the maximum growth rate that doesn't affect consumer prices) for the first time under the current administration.

A look into the quarterly year-on-year growth rate shows a weakening trend, recording 6.1 percent, 5.3 percent,[link widoczny dla zalogowanych], 4.8 percent and 4 percent for the consecutive quarters,[link widoczny dla zalogowanych], respectively. The BOK predicted the growth will reach 4.4 percent this year.
Pundits complained that the quarterly growth rate of exports decreased in Q4 by 1 percent,[link widoczny dla zalogowanych], the first downward movement since Q3 of 2004,[link widoczny dla zalogowanych], which saw a minus 0.4 percent. Falling exports raised concern that Korea's major economic locomotive is losing steam.
"The strong exports over the last few years were a golden opportunity for economic progress like the booming economy of the 1980s," said Park Jong-gyu, the chief researcher in the Korea Institute of Finance. "It is regrettable to see the Korean economy fail to grasp that opportunity."

The head of the Financial Services Commission said Wednesday that his agency will ease regulations that restrict the ownership of banks by non-banking businesses.
